When uploading a Change Set that contains reports or dashboards in Salesforce, you may encounter an Internal Server Error. The error number and organization details will vary per environment. A representative example of the error notification is shown below:
The root cause of this error is a system.security.NoAccessException. This means at least one report or dashboard component included in the Change Set is either deleted or has been saved in a user's personal folder, making it inaccessible during the upload.
This article explains how to resolve an Internal Server Error when uploading a Change Set that contains reports or dashboards. The error occurs because one or more report or dashboard components are inaccessible — either deleted or stored in a personal folder.
To resolve this issue, verify whether you can access all report and dashboard components included in the Change Set.
If the report has been moved to a personal folder by another user, you will see the following error:
Insufficient Privileges You do not have the level of access necessary to perform the operation you requested. Please contact the owner of the record or your administrator if access is necessary.

If you have access to all of the reports, check the Properties of each report to confirm you have not personally saved any reports to a personal folder.
