Unable to upload a Change Set that contains reports and dashboards

Description

You may encounter an error when you attempt to upload a change set that contains reports and dashboards:

Change set: Reports & Dashboards (04tK0000000XXXx) 
Organization: Test(Developer Pro Sandbox) (00DK000000XXXX0) 
User: Admin (005A0000001Xxxx) 
Error Number: 1752304181-42250 (461075304)

Note: The error may not be the same as above and may vary from customer to customer, but the change set will contain reports and/or dashboards. 
 
Résolution

The underlying error message behind the Internal Server Error indicates there is a system.security.NoAccessException which means that at least one report or dashboard component in the change set is either deleted or has been saved in a users personal folder.
 

Review the list of report and dashboard components in the change set to verify whether you can access them.

 
  • If the report has been moved to a personal folder by another User in your org, you will encounter an error: 
Insufficient Privileges
You do not have the level of access necessary to perform the operation you requested. Please contact the owner of the record or your administrator if access is necessary. For more information, see Insufficient Privileges Errors. 

See Locate Reports and Dashboards Stored within Personal or Private Folders to learn how to run a query and determine who has moved the report to a private folder.
 
  • If you have access to all of the reports, check the Properties of each report to ensure you yourself haven't saved them in a personal folder. 

Once you've identified the reports that you do not have access to, either reach out to the owner to request that they move the report to a shared folder or remove the report from the Change Set and perform the upload without it.
