The Standard User profile does not include the Manage Public List Views permission. Without this permission, any List View a Standard User creates is automatically set to Private and is not visible to other users, including System Administrators.
This Behavior is working as expected.
List views created by users with the Standard User profile are Private and not publicly accessible views.
Any list view created by users with the Standard User profile will be private. This is because the profile does not have the Manage Public List View permission.
To create a public list view, users need to have the Manage Public List Views permission assigned to their profiles.
