In Salesforce, List Views can be shared with All Users, Only Me, or Groups of Users. However, sharing a List View with a specific individual user is not natively supported. As a workaround, a Public Group containing just the target user(s) can be created in Setup and then used as the sharing target for the List View. This method works in both Salesforce Classic and Lightning Experience. To share a List View with a specific user in Salesforce, you must first create a Public Group in Setup and add the desired user(s) to it. Once the group is created, share the List View to that Public Group. The user(s) within the group will then have access to the List View.
Once the above steps are complete, navigate to the desired list view and share it to the newly created Public Group.
