The managed packages related list on the User detail page lists all managed packages that a user is assigned.
When a sandbox is created from a production organization, the licenses associated with the active managed packages are treated as site licenses. This means that all users in the sandbox are automatically assigned all managed package licenses. App publishers can control this and enforce license management in sandbox orgs using their License Management Organization.

Due to this behavior, visibility of the managed package related list on the User object will differ between your production org and sandboxes.
The Managed Packages related list cannot be hidden via standard means within a production environment.
