This error occurs because you are attempting to install a package or deploy a change set built on a newer Salesforce release version than the org you are deploying to currently runs. The recommended resolution is to wait for your org's instance to be upgraded to the matching release.
If you are trying to install a package developed on an org with the latest Salesforce release into an org running on a previous release, the developer of the app may be able to provide you with an installation link for an older version of the app compatible with your org.
If you receive this error when deploying a change set, it means the change set contains a component introduced in a new release that is not yet available on the target org.
Preview sandboxes are primarily used to test new features and have compatibility issues when deploying to orgs running older release versions. Salesforce recommends not using preview sandboxes for production deployments.
