When a Salesforce administrator attempts to assign Feature Licenses to multiple users in bulk using an API tool such as Data Loader, they may encounter the following error:
License limit exceeded
This error occurs when the CSV file sets a Feature License to True for a number of users that exceeds the current available license count.
To resolve this issue, click Company Information from Setup and review the Feature Licenses available. Compare the number of Remaining Licenses to the number of Users being enabled in the CSV file.
As of now, below are the following feature licenses that can be enabled via the API:
