This article explains how to update the email address associated with a Salesforce User record. Email address updates are only supported for Active users. Changing an email address on an inactive user is not currently supported. You can vote for this on the Salesforce Idea Exchange.
The email address update process applies to both individual users updating their own email and Salesforce administrators updating email addresses for other users. A bulk update method using API tools is also available for administrators who need to update multiple user email addresses at once.
To complete the email update, the user must click the verification link sent to their new email address within 72 hours.
When users reset their password to confirm an email change, Salesforce requires identity verification if the user is accessing from a new browser. Users can verify their identity using a registered verification method such as Salesforce Authenticator, SMS, or email. If email is the only verification method available, the verification code is sent to the user's previously registered email address.
Sandbox org users have .invalid appended to their email addresses, which prevents them from receiving verification code emails. If they have no other verification method, they cannot complete the password reset and activate their new email address.

To change multiple user email addresses at once, use an API tool such as Data Loader or Workbench.

After the bulk update, Salesforce sends notification emails to each original email address and verification emails to each new email address.
