When you Send a List Email in Lightning Experience, the quick filter applied to your campaign member list does not restrict which members receive the email — the email still sends to all campaign members.
As of the Salesforce Winter '19 release, quick filters allow you to filter campaign members by Type, Status, and other fields. However, Salesforce quick filters behave differently from regular list views. When you use a quick filter and then send a list email, the filter does not carry over to the recipient list — the system sends the email to the entire campaign membership instead of just the filtered subset.
