Salesforce CPQ Custom Action limitation in Experience Builder Site [Error: URL refused to connect]

Description
CPQ offers the ability to open URLs from the Quote Line Editor using Custom Actions. The action works successfully in a non-experience builder sites setting regardless of using Classic or Lightning View. However, the action may not work within a Lightning (LEX) Experience Builder Site especially if this is a third-party URL. A couple of errors you may observe are:
  1. URL 'refused to connect' and
  2. In the browser console, Refused to display '{URL}' in a frame because it set 'X-Frame-Options' to 'sameorigin'
Résolution
In Experience Builder Site, Quote Line Editor opens within an iFrame. Therefore when Custom Actions are used to redirect to a different URL, the URL also loads within the same iFrame. Certain browsers restrict redirecting to a different URL in an iFrame if the domains are different based on site headers.
