It’s important to make sure all layers of your network are set up to allow the required domains and IPs to be allowed. You may also need to work with third parties to ensure their domains and IPs are allowed.

Proxy: the middle man between you and the greater internet. Typically, customers use proxies to mask their activity. Proxies can also be used to balance load.
Firewall: Firewalls protect you and your users from security threats, and can be adjusted to be more strict or more lax.
DNS: DNS determines the routing for Domain names to IP addresses. This allows you to navigate to sites name URLs rather than having to type out IP addresses.
VPN: A VPN, or Virtual Private Network, is one of the most common methods our customers use to encrypt data. Signing into a VPN creates a secure connection between the device and the internet.
CDN (Client Side): A content delivery network is a group of servers used to expedite and protect the transfer of data.
Common Scenarios:
Multiple users are impacted while logging into Salesforce, in multiple locations. Users login with a VPN.
Slowness/page loading/access issues that occur on the internal network/VPN, but not on a different network.
NXDOMAIN errors when trying to access certain aspects of Salesforce, but no Trust notification showing DNS issues.
Questions to Ask:
Is your organization, your instance, or a feature you use under maintenance, degradation, or disruption? Make sure you and your users are getting proper notifications by reviewing Salesforce Maintenance Notifications FAQ and Product and Service Notifications
Where: Is the impact in multiple geographic locations, or a single connection.
What: What type of connection do your users utilize? What networking layer setup do you have.
When: When did this start, and when does the issue occur (on login, when performing a specific action)
Who : Does this impact all Salesforce users, or just a subset (profile, role, etc)
