Error 'Invalid cross reference id' on App Deployment via Change Set

Description
If a dependency to a profile is missing, the deploying user may see this error:

"Invalid cross reference id" 
Résolution
To resolve this error, add all the profiles to the change set that contain the app, regardless if the profile exists in the target org.
