Assignment rules are firing unexpectedly

As documented in the REST API guide, when the Sforce-Auto-Assign header isn't provided in a REST API call, the default value is TRUE. As a result, REST API operations that don't include this request header run assignment rules.
Ratkaisu
Include the Sforce-Auto-Assign request header and set it to false in REST API requests to prevent assignment rules from running.

Notice some Salesforce standard functionality that use the REST API to update records doesn't currently provide the ability to control this request header so these update operations run assignment rules. As an example, this would include updates performed via Cross-Org Connect (External Objects), Developer Console, and Lightning For Outlook. Additionally, for Case records, the owner will change to the Default Case Owner for cases that don't match any case assignment rule entries (reference).
