Salesforce CPQ & Advanced Approvals Permission Sets Assigned in Sandbox May Exceed Provisioned Licenses

Permission Set Licenses (PSL) for CPQ and Advanced Approvals will be enforced on the user level beginning in Salesforce CPQ & Advanced Approvals Winter '21 (228) and applies to both sandbox and production orgs. This article is intended to help address any potential license discrepancies that may arise due to the steps admins take to prepare an org to be in a compliant state post-upgrade. 

The upgrade to Salesforce CPQ and AA Winter ‘21 (228) fails if there are users who need a PSL but have not been assigned this license. The Check Upgrade Readiness Tool returns a list encompassing these users who are assigned a permission set granting access to CPQ licensed objects but do not have the appropriate license. Previously in sandbox orgs, Managed Package Licenses were applied as a site license and therefore the number of CPQ users was not limited to the number of licenses available. This makes it possible to have not enough licenses to cover all CPQ or Advanced Approval users in the sandbox. 
Løsning

To resolve this problem, remove permission set assignments from a sufficient number of users from the list until the total number of users is under the threshold for the total number of provisioned permission set licenses.
