When you reach the maximum number of permission sets allowed in your Salesforce org, you will be unable to create additional permission sets. For example, if you are an admin on a Professional Edition org and attempt to create an 11th permission set, Salesforce will display an error indicating the limit has been reached.
This article explains the default limits by edition and what options are available to increase that limit.

This limit cannot be increased by Salesforce Technical Support. This limit can only be increased by upgrading your edition or by purchasing an add-on. Please reach out to your Account Executive for more options.
