Access to Setup requires the Marketing Cloud Admin Role. In some cases, limited access may be present for the Marketing Cloud Security Admin role. For more information please review Permissions for Marketing Cloud Engagement Setup.
To set or modify permissions, you will need a Salesforce Marketing Cloud Administrator. Support can provide assistance but cannot perform any changes to an account, such as user access or creating new users.
Note: Marketing Cloud Engagement adheres to the Principle of Least Privilege. If a user is assigned a role that grants access and another that denies, then the access will be denied. For more information please reference the following Trailhead material:
