The standard object "Individual" does not support running a flow via quick action.

Why This Happens

Only certain action types are supported for the Individual object, such as Create a Record, Custom Visualforce, Update a Record, Lightning Component, Lightning Web Component, and Agent Quick Action. Flow is not one of them. For example, if you're a Person Accounts admin trying to add a quick action that launches an onboarding Flow directly from the underlying Individual record, you'll find the Flow option missing from the Action Type dropdown — this is expected, not a bug.

Workarounds

If you need to run a flow for the "Individual" object, consider these alternatives:
