Permission Set License is available for assignment on user deactivation

When a user is deactivated in your organization, Permission Set Licenses (PSL) assigned to that user will be available for reassignment. Any PSL assigned to that user will no longer count towards your total license count for the following  Revenue Cloud packages:

Salesforce CPQ
Salesforce Billing
Advanced Approvals

Note: Previously, licenses assigned to deactivated users were still counted as used licenses. The licenses had to be removed from the related user record in order to make them available for use. 
Ratkaisu

To confirm the license counts before and after a user is deactivated, follow these steps:

  1. Navigate to Setup
  2. Search Company Information in the Quick Find box
  3. Scroll down to Permission Set Licenses related list
  4. Review Total Licenses, Used Licenses, and Remaining Licenses
