Due to the potential performance implications, Salesforce prevents you from switching to Data Category-based sharing if your organization's maximum allowed data category limits are above particular thresholds. See the below table for each limit and its threshold.
| Name of limit | Default value | Maximum threshold for Data Category-based sharing | Maximum possible value for standard Salesforce Sharing |
| Active data category groups | 3 | 6 | 6 |
| Total data category groups (including active, inactive values) | 5 | 6 | 10 |
| Levels in a Data Category Group | 5 | 8 | 8 |
| Data categories allowed per data category group | 100 | 500 | 500 |
| # of data category selections per data category group that can be chosen per record | 8 | 25 | 50 |
If you are encountering this error and would like to reduce your limits to meet the maximum threshold for Data Category-based sharing, please create a case with the Feature Activations & Limits Team and reference this article.
