PermissionSet Failure: The user license doesn't allow the permission: OptOutGeoLocationTracking

Description
The user is trying to enable the 'Exclude technician from Geolocation Tracking' permission and getting an error while saving the permission set.
You’ll get the following error when trying to save the permission set: 
Can't save permission set FSL Exclude technician from Geo location tracking which is assigned to a user license Salesforce. the user license doesn't allow the permission: Exclude technician from Geo location Tracking

Résolution
The basic understanding is whenever you’re trying to do some changes for system permission named "Exclude Technician from Geolocation Tracking". The following condition should be true.

1.) The user who is doing changes should have a "Field Service Mobile license".
2.) and users who all are assigned to this permission set should have a "Field Service Mobile license".

If a user who is assigned to this permission set doesn’t have a Mobile license or the user who is doing changes doesn’t have a Mobile license. You’ll get this error.
