Standard profiles have restricted editing capabilities for specific settings, preventing the "Multi-Factor Authentication for User Interface Logins" checkbox from being selected directly.
To resolve this, you must use a permission set or a custom profile. A permission set can be created and assigned to users via Setup, while a custom profile is created by cloning an existing profile and then assigned to the relevant users.
Assign the "Multi-Factor Authentication for User Interface Logins" permission to users using either a permission set or a custom profile.
