In order to add or remove files from knowledge articles, the article must be in a Draft state. In addition, to remove a file from knowledge articles, you must own the file or have it shared to you with collaborator file permissions.
If users navigate to a file that's related to a knowledge article that's not in Draft status and attempt to remove or unshare the file from the knowledge article, they receive the following error:

This application behavior is expected and working as designed. Set the related article's publication status to Draft to unshare or remove the file.
When an article is not in Draft status, it's not possible for users to add or relate files to the article. The files Related List displays "No actions available" and no options to either "Upload Files" or "Add Files."
The "Remove from Record" action is only available for articles that are in Draft Status however, users with Collaborator file permissions as outlined in the Change File Access in Lightning Experience documentation, can delete files related to knowledge articles that are not in draft status.
