Picklist requires one active value

When only one value is available in picklist field, the 'del' link is removed and the value cannot be deleted. This is because picklists always require at least one active value. 

It also includes the values under the picklist fields where the picklist values are not yet created for those fields.

Ex: WorkTypeGroup.AdditionalInformation is a picklist field with no initial picklist values present, but once some values are created, the last one cannot be removed/deleted/deactivated.
Solución

When there is only one active picklist value left, the delete/ deactivate link is removed and the value cannot be deleted/deactivated. Picklists require at least one active value.

Please, think carefully before adding values to a picklist field with no initial values
