Error is thrown when user edits Dashboards owned by another user

Users with “Manage Dashboards in Public Folders” receive an error "You don't have permission to edit this dashboard. Ask your Salesforce admin or the dashboard owner for help." when editing a dashboard they do not own and the 'View Dashboard As' (running user) is set to another user.

To allow a user to edit a dashboard where the owner and 'View Dashboard As' (running user) is set to another user, on top of the “Manage Dashboards in Public Folders” permission, the editor of the dashboard will need additional permission depending on the Role assigned to the running user.
