How to Resolve the "Data Storage Limits Exceeded" Error During Vlocity Managed Package Upgrades

When attempting to upgrade the Vlocity managed package, administrators may experience a stalled installation accompanied by the following exact error message regarding cs_pdftron_xxxx:
(cs_pdftron_xxxx) Data Storage Limits Exceeded, Details: Your company currently has exceeded its data storage limits including an extra overflow buffer. Per our terms and conditions, we cannot permit additional data creation within our system until your company first reduces its current data storage. Please contact your company's salesforce.com administrator to resolve this. We apologize for any inconvenience this may cause.
Salesforce organizations are allocated a standard maximum storage limit of 250MB for Static Resources.
Vlocity managed packages—specifically components like the PDFTron integration (cs_pdftron_xxxx)—contain large payloads of static files. During the upgrade process, the system attempts to unpack these new files. If your organization's existing static resources combined with the incoming package size exceed the 250MB threshold (and its temporary overflow buffer), the platform automatically blocks the installation to enforce the storage limit.

To successfully complete your Vlocity package upgrade, you must bring your org's static resource storage back into compliance. You can achieve this using one of two methods:
 
Option 1: Free Up Static Resource Storage (Recommended)
The fastest way to resolve this issue is to manually reduce your storage footprint.
  1. Navigate to Setup in your Salesforce org.
  2. In the Quick Find box, type Storage Usage and select it to verify how much Static Resource space is currently being consumed.
  3. In the Quick Find box, type Static Resources and select it.
  4. Review your list of static resources. Identify and either shorten or delete outdated, unused, or unnecessarily large files.
  5. Once your usage drops sufficiently below the 250MB limit, re-attempt the Vlocity managed package installation.
Option 2: Request a Static Resources Storage Limit Increase
If you are unable to delete any existing static resources because they are essential to your org's functionality, you will need Salesforce Support to intervene.
  1. Log into the Salesforce Help & Training portal.
  2. Create a new Support Case.
  3. In the case description, clearly state that you are attempting to upgrade a Vlocity managed package and are encountering the Data Storage Limits Exceeded error for static resources.
  4. Provide your Organization ID and explicitly request an increase to your org's Static Resources Limit.
  5. Once Support confirms the limit has been increased, proceed with the package upgrade.
