When using a flow to interact with Salesforce CPQ Objects or Fields, running a flow in system context requires that the user initiating the flow has the proper permission set license. The license requirement is because managed Apex code using the "with sharing" keyword gets invoked by the Flow and performs a permission check on the running user.
Users are required to have a Salesforce CPQ Permission Set License in order to interact with CPQ Licensed Custom Objects.
