Administrators with the Customize Application permission may find the Sales Territories (formerly Enterprise Territory Management) option is missing from the Setup menu even after confirming correct permissions. This typically occurs in sandbox environments that haven't been refreshed for an extended period of time. A refresh or using the Match License Tool can be used to resolve.
Salesforce has made Sales Territory—formerly known as Enterprise Territory Management—a provisionable feature in Sandbox. As a result, Salesforce Support will no longer manually enable this feature in Sandbox, because it is now tied to the Salesforce license. If you don’t see Sales Territory enabled by default, you’ll need to complete the provisioning process.
