The Add Products custom action appears in the header section for the quote line editor in Salesforce CPQ. This is the standard behavior on new quotes or quotes that do not contain quote line groups. When groups have been enabled for a quote, the expected behavior for the button is that it moves to the header section on quote line groups.
In the article Create Quote Line Groups, it states "Quotes with groups can’t contain ungrouped quote lines." When groups exist on a quote, the Add Products button in the quote header attempts to add ungrouped quote lines. As a best practice, products should be added directly from the quote line group's header button. Adding ungrouped quote lines on quotes with groups can lead to infinite loading behavior for the quote line editor.
Note: The default field setting for Location on the Add Products custom action is Quote/Group and should not be changed to Quote.
