API Experience Hub Setup Fails With Unable To Create User Since License Limit Exceeded - Salesforce

SYMPTOM

API Experience Hub(AEH) setup is failing with an error "Unable to create User, since [License Limit Exceeded - Salesforce]"

CAUSE

The target Salesforce Organization is running out of Salesforce User license. Therefore, creating a Salesforce user is failing.
You can check it from Salesforce => Setup => Company Information, check User Licenses

License "Salesforce" is required to use Salesforce Experience Builder, as written in the document AEH - Licensing

This license is required to use the Salesforce Experience Builder.

The Salesforce License(User) will be created during setup and used to Preview Salesforce Community, from Anypoint => API Experience Hub "Preview and publish your portal"

 

SOLUTION

Make sure to keep more than one available/remaining Salesforce License then try again.
If you need an additional Salesforce License to be provisioned, please contact our Account team. Technical Support cannot allocate License.
