Решение

SYMPTOM

API Autodiscovery continues to fail after applying the associated RAML App ID to API service as well the required client id and client secret property values. In the Anypoint Studio Console seeing: 
com.mulesoft.mule.runtime.gw.policies.lifecycle.GateKeeper: API APIKey{id='3732'} is blocked (unavailable).

CAUSE

Known defect SE-11918 Autodiscovery blocking Gatekeeper from unlocking the API as documented in https://docs.mulesoft.com/release-notes/mule-runtime/mule-4.2.1-release-notes.

SOLUTION

Upgrade Mule Runtime to version 4.2.1.
