Send Survey action is added to page layouts but not visible

When editing page layouts, Admins may be able to add the "Send Survey" action to page layouts however, the action is not present when viewing records.

This behavior is expected when the Salesforce Feedback Management license (Starter or Growth) is not active. The 'Send Survey' action requires Feedback Management — it is not available with basic platform survey licenses.

As per the Send Survey Invitations with the Send Survey Action using the "Send Survey" action is only available with the Feedback Management - Starter and Feedback Management - Growth licenses and not available for basic platform surveys.

Although the "Send Survey" action may be visible and added to page layouts, it's expected that it will not show on corresponding record pages if your organization does not have Feedback Management enabled.
