You may see WhatsApp sends fail due to error code, 131026, when targeting Contacts. As outlined in Meta's documentation, below are the possible reasons for these failures:

  • The recipient phone number is not a WhatsApp phone number.
  • Recipient has not accepted the new Terms of Service and Privacy Policy.
  • Recipient using an old WhatsApp version; must use the following WhatsApp version or greater:
    • Android: 2.21.15.15
    • SMBA: 2.21.15.15
    • iOS: 2.21.170.4
    • SMBI: 2.21.170.4
    • KaiOS: 2.2130.10
    • Web: 2.2132.6
  • The send is using an authentication template, targeting an Indian (+91) Mobile Number. 
    • Authentication Templates currently cannot be sent to WhatsApp users in India.

For non-WhatsApp Mobile Numbers and Contacts utilizing an outdated WhatsApp version, Meta's documentation outlines steps to resolve these errors.

To determine if the send relates to WhatsApp Terms of Service update, you will want to follow these steps:

  • Review the WhatsApp Terms of Service to see if there have been any updates around the time of your send.
  • Review the Apple App Store & Google Play Store to see if there were new versions of the app around the time of your send.
  • Compare the date of the most recent Terms of Service update to the send date that resulted in the error.
    • If a send is conducted shortly after an update to the Terms of Service, this is likely the cause of the error.
    • If there is successful send activity between the date of the Terms of Service update and the errored send date, please open a support case with the details of the Contact(s) and the WhatsApp send(s) resulting in this error.
