How to apply a filter on only one of the measures in the same worksheet

Task

How can I apply a filter to only one of the measures without influencing other measures in the same sheet?

Steps

Create a calculated field below
- Order_LOD: { FIXED [Region]:COUNT([Orders])}
Drag the [Region] to the Columns shelf and then [Order(Count)] as well as the created [Order_LOD] to the Rows shelf.
Now use category in filter and this will be applied to the [Order(Count)] not [Order_LOD]. It is because Fixed level of detail expressions compute values without reference to the dimension in the view.
