These steps are to only be performed if activating with a product key. Signing in to a server does not use the FlexNet licensing component.
Verify that the FlexNet Licensing Service is installed, running, or determine if a "Repair" is needed by following the steps in the Tableau Help to Troubleshoot Tableau Desktop or Tableau Prep Builder Licensing when activating a product key and NOT signing in to a server (LBLM).
For both macOS and Windows, scroll down to the Resolve FlexNet licensing errors when activating or opening Tableau Desktop or Tableau Prep Builder to see the steps that can resolve this error.
For Mac users, please also perform Option 1, listed in this Tableau Knowledge Article to rebuild the FLEXnet folder.
Ensure the license key being used to activate is a "Creator - Desktop & Prep" license key, beginning with the letters "TC." Desktop Professional keys (beginning with the letters "TD") are incompatible with Tableau Prep.
(Windows Only): Verify the version of FNPLicensingService64.exe is 11.16.2.3
1. Navigate to the FNPLicensingService64.exe file (C:\Program Files\Common Files\Macrovision Shared\FlexNet Publisher\FNPLicensingService64.exe)
2. Right click on the exe, and choose Properties.
3. Click the Details tab and verify the "File version" shows 11.16.2.3
