Error "An error occurred while deploying Coordination Service ensemble on nodes [node1, node2, node3]. Use 'topology cleanup-coordination-service' to remove non-production ensemble."

Description
When configuring a Coordination Service ensemble with other pending changes on Tableau Server, the tsm topology deploy-coordination-service command returns:
 
"An error occurred while deploying Coordination Service ensemble on nodes [node1, node2, node3]. Use 'topology cleanup-coordination-service' to remove non-production ensemble." 

Running tsm topology cleanup-coordination-service then returns:
 
"An error occurred while removing non-production Coordination Service ensemble."
Resolution
To resolve or avoid this issue, either discard or apply any other pending changes on Tableau Server before deploying or configuring a coordination service ensemble.
