The ability to set access permission or visibility control on each worksheet by Tableau Desktop is not been built into the product.

Possible workarounds

1. Split workbook which contains multiple worksheets into multiple workbooks.
Below are ways of copying worksheets or dashboard from one workbook to another.
(1) Copy and paste sheets between workbooks

(2) Copying a Dashboard from One Workbook to Another
