Unable To Receive Subscriptions When Picking "When Data Refreshes" Frequency If The Extract Data Is Refreshed/Republished By Tableau Desktop, Tableau Prep Builder, Or Tableau Bridge

Description
The subscription does not arrive when the extracts are refreshed/republished manually by Tableau Desktop, Tableau Prep Builder or Tableau Bridge even though the frequency is set to "When Data Refreshes"
Cause
The ability to enable subscription for extracts manually refreshed via Tableau Desktop when the frequency is set to "When Data Refreshes" is currently not built in the product. The "When Data Refreshes" frequency menu is available if the workbook is connecting to a published extract data, however, currently the trigger is a data extract refresh that runs only from Tableau Server or Tableau Cloud (but not from Tableau Desktop).

Workaround
Select "On Selected Schedule" instead of "When Data Refreshes" for refresh frequency on Tableau Server or Tableau Cloud. See Create a Subscription to a View or Workbook.
