When creating an extract in Tableau Desktop for a published extract, the following error might occur:
"Internet communication error: transferred a partial file (<server name>). Unable to Create Extract"
There isn't a limit on the number of rows when creating the extract, however, it can be resource intensive and if the resources on the machine creating the extract can't handle it, it may error out.
