Error: "the Flow Can't Be Published Because Tableau Prep Conductor Isn't Enabled On The Specified Server Or Site."

Description

When publishing a flow to Tableau Server from Tableau Prep Builder, the following error occurs:

Error "The flow can't be published because Tableau Prep Conductor isn't enabled on the specified server or site. Contact your System Administrator." 

Cause

After enabling Tableau Prep Conductor, the Allow user to publish and schedule flows setting is not automatically checked across all sites on Tableau Server in some circumstances. 
Resolution

1. Ensure that Tableau Prep Conductor license has been successfully activated and is running on Tableau Server.

2. For each individual site on the server, on the General page under Settings, scroll to the Flows setting and check the Allow user to publish and schedule flows checkbox to turn on Tableau Prep Conductor for the site.
