Error "Some map details are not available" or Blank Maps When Using Offline Maps

When updating a workbook to use offline background maps, maps might not display and the following error message might occur:

Some map details are not available

Cause

The level of zoom in the view is greater than the highest level of zoom available in the offline maps.
Ratkaisu
To work around this, use a map as a background image.
