While it is not possible to sort a quick filter by a Measure, here are some options for your view.

Option 1: Manually sort the filter

1. Right-click the dimension in the Data pane and then select Default Properties > Sort.
2. Select Manual, adjust the sort order, and then click OK. 

Option 2: Use a crosstab for filtering on a dashboard. 

There is an attached packaged workbook that demonstrates the steps listed below.

1. Create a new worksheet.
2. Place the dimension you would like to filter by on Rows. 
3. Add the measure you would like to sort the filter by on Rows, to the left of the dimension.
4. Sort the view as desired. 
5. Add the two worksheets to a dashboard.
6. Click the funnel icon (Use as Filter) on the new worksheet to use it as a filter.
