Clicking on username shows "An unexpected error occurred" and no content is displayed

When the username in the Users tab is selected, an error could display and no content is available with the following error:

An unexpected error occurred

The issue can happen after an upgrade from Tableau Server 2020 to either 2021 or lastest

The following error is displayed in the contentexploration log:
