The Tableau Prep Conductor process goes into an unavailable state. Because the flowprocessor_0 is not able to read the license information.
When running the "tsm status -v" command, the following can display:

If you are on a version impacted by this issue, you can try:
Linux:
tsm stop
sudo /opt/tableau/tableau_server/packages/scripts.<version>/stop-administrative-services
sudo /opt/tableau/tableau_server/packages/scripts.<version>/start-administrative-services
tsm start
Windows:
tsm stop
cd C:\Program Files\Tableau\Tableau Server\packages\scripts.<build_number>
stop-administrative-services
start-administrative-services
tsm start
If the issue is experienced in the multi-node environment, you can restart OS (as well as stop & start-administrative-services), and then uninstall & reinstall the flowprocessor processes using tsm topology set-process. See steps below:
1. Change the flowprocessor's node role to no-flows in order to uninstall flowprocessor.
ex.
tsm topology set-node-role -n node1, node2 -r no-flows
2. Add a backgrounder to a node which doesn't have flowprocessor in order to install flowproecssor.
ex.
tsm topology set-process -n node3 -pr backgrounder -c 1
3. Pending changes apply.
4. Change the no-flows' node role to all-jobs in order to re-install flowprocessor.
ex.
tsm topology set-node-role -n node1,node2 -r all-jobs
5. Delete the backgrounder from step 2's node.
ex.
tsm topology set-process -n node3 -pr backgrounder -c 0
6. Pending changes apply.
To identify this issue review the flowprocessor log: INFO com.tableausoftware.tabadmin.agent.status.ServiceStatusRequestRunner - Posting status update for flowprocessor_0: STATUS_UNAVAILABLE, detail message: License check did not succeed for flowprocessor_0
