You may see WhatsApp sends fail due to error code, 130472, when targeting Contacts with WhatsApp messaging. This error is due to that Contact's Mobile Number being part of an experiment.
As outlined in Meta's documentation, roughly 1% of WhatsApp users will be associated with an experiment, and any resend attempts following this error will result in the same errored response.
These users will not be able to receive any Marketing template messages unless they're in an active conversation under one of the following scenarios:
To resolve these errors, you will need to reach out to the Contact, outside of WhatsApp messaging, to have them engage with your WhatsApp Business Account to begin an active conversation or message within the Customer Service Window.
Meta currently does not provide any exceptions or the option for users to opt out of these experiments. Salesforce Support has no ability to confirm the details of an experiment a Mobile Number or Contact is associated with and will not be able to facilitate requests to opt out of those experiments.
