When viewing a File's detail page the download count in the File Engagement component may not match the count in the File and Content Engagement Report and the view count may not increment as expected.
This is a current product limitation as per the Known Issue: File and Content report shows different count of Downloads than those in File Engagement (component) panel.
The following information was added to the component as a result of the Known Issue above, "The file engagement counts may exclude some file download and preview methods. This count is intended as estimate values only."
With existing Salesforce products and features changing and the introduction of new products an extensive list of which application areas are expected to work properly to increment view and download counts in the File Engagement component is not available.
Downloads and views by internal Salesforce licensed users are expected to be captured in the view and download counts. However, File views and downloads from public links and/or experience sites may not be captured.
