A change was made to the way Marketing Cloud Personalization data streams are refreshed that causes data streams that have been idle (not updated with new records) for some time will “hibernate”. This means they will not update again until new records are added.
Previously, these data streams were processed via the schedule in Data 360 and would return 0 records when there were no new records to update. Moving forward, once a stream has been idle and moved to hibernation, it will not reflect any new updates in the Refresh History of Data 360 until new records are added.
This does not mean anything is wrong; it just means there have been no new records.
