When adding or editing public calendar sharing for users, there is a validation to ensure that the access level is higher than the Calendar object sharing setting of the Organization-Wide Sharing. For example, if the Calendar object sharing setting is set to ‘Show Details and Add Events’, only ‘Full Access’ can be assigned to users. This validation only applies to users and does not apply to public groups and roles.
