WhatsApp Business Platform - WhatsApp sends fail due to '131049' Error

You may see WhatsApp sends fail due to error code, 131049, with the Reason, This message was not delivered to maintain healthy ecosystem engagement. Below are the possible reasons for these failures:

The recommended best practice is to avoid immediately resending the same or a new Marketing template message, as it will result in the send failing due to the same error code, 131049.  To avoid further errors, you can perform any of the following recommendations:

 

  • Review WhatsApp Template & Content
    • Review the WhatsApp Template within your WhatsApp Business Account to confirm the template category hasn't been changed as outlined in WhatsApp Business Platform - WhatsApp Message Template Category Changes
    • Review and modify the content of your WhatsApp Marketing templates so that it's engaging and encourages Contacts to engage in WhatsApp conversations 
  • Adjust Campaign Strategy & Frequency
    • Use Utility Templates to a) initiate a 24 hour Conversation Window and b) encourage Contacts to engage in conversations with your WhatsApp Channel through inbound responses. Marketing template messages during this window are excluded from the limit.
    • Retry or send new Marketing template messages with increased gaps of time incrementally until the message is successfully delivered, as the limit may be enforced during differing periods of time
  • Audience Hygiene
    • Utilize the Chat Messaging Extract to perform routine hygiene of your target Audience(s)
      • Manage opt-outs and/or remove bounced Contacts using the Potential Unsubscribes file
      • Use the Tracking & Inbound Message file(s) to segment Contacts based on their engagement of the WhatsApp message
  • Engagement Reporting
    • Utilize Intelligence Reports to guide WhatsApp sending to produce engagement
      • Use Intelligence Reports to determine if the content of your template is generating engagement from Contacts
      • Determine if certain days or times of day produce 

 

Please note, this limit only applies to Marketing template messages that would open a new conversation with a Contact. Any active or open conversations between you and a Contact will not see this limit enforced for any Marketing template messages.

 

Unfortunately, Salesforce has no ability to confirm the details of those limits imposed by Meta or confirm when a send is affected as outlined within Meta's documentation, they will not disclose these details.
