Messaging limits for your WhatsApp Channel or Phone Number apply to the maximum number of business-initiated conversations a business phone number can open in a rolling 24-hour period.
Upon adding WhatsApp Channels or Phone Numbers to your WhatsApp Business Account (WABA), they're initially limited to 250 business-initiated conversations in a rolling 24-hour period, however this limit can be increased to the following tiers:
Please note, when a WhatsApp Channel or Phone Number is added to your WhatsApp Business Account (WABA), the Messaging Limit may show as 'Unavailable' initially. This typically is due to a lack of sending, so to populate your currently limit, you will need to perform sends from your Marketing Cloud org.
Increase your WhatsApp Channel or Phone Number Messaging Limit
To increase your Channel's limit, first you will want to ensure you've completed the steps to verify your business.
Upon completing the business verification, to reach the next tier, 1k business-initiated conversations, you must open 1,000 or more business-initiated conversations in a 30-day moving period using templates with a High quality rating.

Once your WhatsApp Channel or Phone Number reaches the 1k business-initiated conversations tier, Meta will automatically scale or increase your limits based on the following criteria:
Upon completing these criteria, 24 hours later, Meta will increase your messaging limit tier by one level.
Please note, if the Quality Rating of your WhatsApp Channel or Phone Number, is set to Flagged status for the last 7 days, you may see your Channel's messaging limit decreased by one tier.

Exceeding your WhatsApp Channel or Phone Number Messaging Limit
If you send WhatsApp messages beyond your Channel's current limit, you may experience those WhatsApp sends failing due to '131048' errors.
Utilize the Chat Messaging Data Extract along with the steps above to review your Channel's current messaging limits to see when the next 24-hour period begins for you to be able continue to sending within your messaging limit.
