Amazon Redshift supports Network Load Balancers (NLB) to distribute incoming traffic across multiple Redshift clusters. However, Salesforce Data 360 (formerly Data Cloud) does not currently support direct integration through NLB endpoints currently.
To determine if a customer is using an NLB endpoint, check the connection URL—if it contains "nlb" as a prefix, the integration is through NLB endpoints. The recommended approach is to connect to Redshift directly without using NLB.
Although Amazon Redshift NLB is not fully supported currently, customers looking to establish a connection should refer to the official developer documentation for alternative setup methods.
For detailed setup instructions, refer to:

When will Redshift NLB support be available in Data 360?
This is something that is under consideration for a future release. We encourage customers to check Salesforce’s release notes for the latest updates on feature availability.
