When attempting to reactivate a deactivated user who was previously assigned a Chat User License, you may encounter the error: "No chat user license available."
This behavior is expected, as the Chat User License is approaching its end-of-life in February 2026. As a result, new chat licenses can no longer be provisioned.

The workaround is to create a new user with the similar permissions as the original user.
